cross-agent-review

A local, synchronous review coordinator for Claude Code and Codex. It selects the actual opposite provider, supplies a frozen evidence bundle to that provider's native agent, validates structured findings locally, and saves bounded invocation state for explicit continuation. The transport does not edit reviewed files or decide consensus. X-Plan, adrev and ETP use personal lead review by default, with ordinary tests/CI/release checks. Explicit --cross-provider or natural-language opt-in enables the pilot’s separate startup, stage, evidence and acknowledgment gates.

Install

Local helpers require Python 3.9+ and macOS/Linux. Optional native review additionally requires Claude Code and Codex CLIs and each provider’s own authenticated login; default lead review does not. The Codex profile was exercised with CLI 0.153.4; unsupported flags fail explicitly instead of weakening restrictions.

Run the following from the CCGM repository root after an existing global CCGM installation. --add extends that installation. For a fresh installation, complete the normal global setup with bash start.sh first, or use Manual Installation below.

bash start.sh --add cross-agent-review
python3 ~/.claude/bin/cross-agent-review-setup.py install

The first command installs the Claude entry point and runtime through CCGM's existing ownership manifest. The second optionally copies only the self-contained cross-agent-review skill into ${CODEX_HOME:-$HOME/.codex}/skills/, with a per-file ownership/hash manifest. It does not modify Codex configuration, MCP registrations, authentication, or other skills. Restart or refresh the relevant host to discover the skill.

To update, first update the CCGM checkout and reinstall the Claude-side files through the CCGM update flow, including cross-agent-review in the module selection, or repeat the manual copies from the updated source. --add skips modules already installed; it is for additions, not upgrades. Then update the separate owned Codex copy:

python3 ~/.claude/bin/cross-agent-review-setup.py install

Restart or refresh Codex after the copy succeeds. Updating the Claude files or restarting Codex alone does not update that copy.

Remove the Codex entry point before removing the Claude-side setup script:

python3 ~/.claude/bin/cross-agent-review-setup.py remove

Removal preserves unrelated files and refuses changed module-owned files or unowned existing skills. The ordinary CCGM uninstall path owns the Claude files. Review run records are user evidence and are not deleted by skill removal.

Use

Explicitly request the cross-agent-review skill, or add --cross-provider to X-Plan, X-Plan A, adrev or ETP. The local selector still asks X-Plan users for 1–3 passes (default recommendation one) in lead mode. Before optional planning/work, check both native binaries and login readiness:

python3 ~/.claude/lib/cross_agent_review_policy.py preflight

AVAILABLE is local readiness, not a successful model review. NEEDS_PROVIDER stops the optional path. Follow the workflow commands for init --cross-provider and its required arguments. Without that flag, init returns LEAD_REVIEW, creates no run and grants no execution approval.

Keep private run/control files under ~/.claude/cross-agent-review/<run-id>/. Advisor mode permits only the trusted installed policy shim, not direct transport scripts. Outside advisor mode, the lower-level stable cross_agent_review.py CLI remains available for explicit transport requests; its direct init creates a native-review run and is not the lead-mode selector.

Read the request/result and continuation contract. Work routes from the actual producer, not the orchestrator. Plans use the selected prefix of opposite/origin/opposite. Unknown or mixed work requires both explicit perspectives. The pilot workflow policy supplies X-Plan's upfront 1–3 review choice (default one), ETP's spec-before-quality stages, bounded evidence resolution, current-artifact acknowledgments and original-host reception. These native gates apply only to opted-in runs; they do not activate other review sites.

A REVIEWED state means a structurally valid, attributable report. It never means CONSENSUS, execution readiness, or merge permission. Reports retain HANDOFF_PENDING until the calling workflow actually delivers them to the original host. Errors and missing evidence are never converted into clean reviews.

Native generation schemas constrain all six identity fields to the invocation's exact expected values; local validation still checks them independently. Rejected identity output remains INVALID_RESULT with no validated report. Failed calls retain native usage and bounded identity mismatch evidence, without copying arbitrary returned values into diagnostics; see the runtime contract.

Effective restrictions and evidence boundary

Claude uses native print mode with safe mode, restricted mode, an empty tool allowlist, empty strict MCP configuration, no Chrome, no persisted session, and structured output. Codex uses native exec with ignored user/rule configuration, strict config, an isolated temporary working directory, read-only sandbox, no-prompt approvals, disabled web/MCP/apps/plugins/hooks, disabled execution tools, and agents.enabled=false plus disabled multi-agent feature flags. The coordinator forwards a small environment allowlist and deliberately excludes ambient API credentials and inherited parent permission/session overrides. Native login stays with each unmodified binary.

Codex may expose its patch tool even with execution disabled; the read-only sandbox denies actual writes. Pure computation/time utilities can remain available. This is why capability restrictions and filesystem sandboxing are separate controls. Capability claims require mechanical probes, not a model’s statement that it is read-only. Earlier transport probes are historical evidence for their tested versions; they do not establish that this repair or every installed provider/version has been natively verified. See the transport decision.

Reviewers receive only explicitly listed, bounded UTF-8 artifact/spec/source/test-evidence contents. They do not explore the repository or read private machine configuration. More than 64 files or 512 KB fails without truncation; supply a narrower meaningful unit, or respond to a precise missing-evidence request. This boundary is useful for reproducible small reviews, but does not substitute for repository-wide investigation or independently executing tests. The designated author/coordinator supplies independently recorded test evidence as needed.

Validation

python3 -m unittest discover -s modules/cross-agent-review/tests -v
bash tests/test-modules.sh
bash tests/test-no-personal-data.sh
bash tests/test-installer.sh

Deterministic tests invoke fake native envelopes in isolated temporary directories, covering routing, exact identity schemas on both launch paths, safe mismatch diagnostics, invalid output, immutable hashes, authentication selection, limits, interruption, reversible installation, and deterministic workflow gates. They run in both existing required module-tests CI jobs. Tiny authenticated provider tasks and mechanical capability probes are separate release evidence; fixtures do not establish actual agent behavior.

Manual installation

From the module directory, without the CCGM installer:

mkdir -p ~/.claude/lib ~/.claude/bin ~/.claude/skills
cp lib/cross_agent_review.py lib/cross_agent_review_policy.py ~/.claude/lib/
cp bin/cross-agent-review-setup.py ~/.claude/bin/
cp -R skills/cross-agent-review ~/.claude/skills/
python3 ~/.claude/bin/cross-agent-review-setup.py install

Manual copies are operator-owned; preserve any existing files before copying. Use the setup script for the optional Codex copy so removal can verify ownership. A marketplace install exposes the self-contained skill directly from its plugin root and does not install the trusted advisor policy shim. Under advisor mode, main-agent policy execution requires the installed shim and local imports to resolve through symlinks into a repository outside the allowed write roots. Canonical installation in symlink mode can provide this layout; installation location alone is insufficient. Manual copies and copy-mode installations require delegated policy execution under normal permissions. Do not weaken the guard to run a copied or marketplace path.

Stopping and Interpreting Results

Optional runs default to 8 invocations, 120 seconds per invocation and 900 seconds total; two artifact correction cycles and three exchanges per stage (including acknowledgments). Serialized prompts are capped at 96,000 UTF-8 bytes each and 384,000 cumulative bytes per run. These bounds do not promise a hard native-token or billing ceiling. Explicit request limits may vary only within the contract’s hard ceilings; extend rejects expansion.

Provider errors stop the optional run and preserve its reports/findings. Supported retries require explicit resume and are bounded to two identical requests for an unchanged prompt/model/coordinator revision, within the existing total limits. Policy stop --run-dir ... --file stop.json records a terminal STOPPED reason and preserves counters; it cannot later finish as approved. The lead may separately assess delivery using personal review and normal checks. That decision never labels the stopped native run CONSENSUS, and coordinator repairs need no recursive consensus.

record-check records caller-supplied execution evidence; it does not run the check. receive validates a host-receipt attestation; it cannot prove a particular session read the packet. Evidence-backed scope dispositions still require human/lead/reviewer judgment. The engine checks structural identity, hashes, citations and acknowledgment, not the semantic truth of every claim.

Why bounded review

See the research and design decision for the limits, evidence-based adjudication, and why councils and voting remain an explicit future option.

One command via the native plugin marketplace -- additive, does not merge settings.json.

claude plugin install cross-agent-review@ccgm

The marketplace path is additive, not a replacement: it installs commands, agents, and skills as native plugin components, but it does not perform the bash installer's deep settings.json merge, and it does not write the always-loaded global CLAUDE.md context. Rules are only injected via an opt-in SessionStart hook rather than being auto-loaded. Use the bash installer when those pieces matter to you.

# Cross-agent review

Cross-provider review is opt-in: require `--cross-provider` in a calling workflow or an explicit natural-language request. Default X-Plan/X-Plan A, adrev and ETP review is personal lead review with ordinary tests/CI/release checks; no native dispatch or consensus prerequisite is implied by invoking those workflows.

Read [references/workflow.md](https://github.com/lucasmccomb/ccgm/blob/368802e70577d3f425c02f65fca0bc1828a5b888/modules/cross-agent-review/skills/cross-agent-review/references/workflow.md) for optional startup, stages, bounded resolution and completion. Use the installed `~/.claude/lib/cross_agent_review_policy.py` shim under advisor mode, with private runs at `~/.claude/cross-agent-review/<run-id>/`. Run its `preflight` before optional planning/work to check both binaries and native login status; readiness is not proof of a successful model call. Main-agent execution requires the installed shim and its local imports to resolve outside advisor write roots, typically through canonical repository symlinks. Manual/copy-mode installations require delegation. A marketplace-only Claude install lacks the shim: use canonical CCGM installation in symlink mode or delegate setup/execution under normal permissions; never weaken the guard.

Outside advisor mode, a self-contained skill may use [scripts/review_policy.py](https://github.com/lucasmccomb/ccgm/blob/368802e70577d3f425c02f65fca0bc1828a5b888/modules/cross-agent-review/skills/cross-agent-review/scripts/review_policy.py). The lower-level [scripts/cross_agent_review.py](https://github.com/lucasmccomb/ccgm/blob/368802e70577d3f425c02f65fca0bc1828a5b888/modules/cross-agent-review/skills/cross-agent-review/scripts/cross_agent_review.py) is an advanced transport interface described by [references/contract.md](https://github.com/lucasmccomb/ccgm/blob/368802e70577d3f425c02f65fca0bc1828a5b888/modules/cross-agent-review/skills/cross-agent-review/references/contract.md); its report cannot substitute for optional policy completion. The designated author applies changes under existing task authorization.

Derive the initiating and producing providers from actual session/dispatch metadata. For work, review opposite the actual producer. For a planning sequence, start opposite the original planner and alternate for the selected number of passes. Mixed or unknown work requires both perspectives. A provider persona does not establish runtime identity.

Prepare a narrow, explicit set of artifact, specification, and relevant source/test-evidence files. The coordinator supplies immutable contents; reviewers cannot explore the machine or execute tests. Keep the initial review independent of the author's self-report. If evidence is missing, supply the specifically requested files and refresh before continuing. Never truncate a large input silently or include credentials/private configuration.

Create one run, invoke the needed provider through the coordinator, and preserve its run directory for continuation. Use `status` after interruption, then explicit `resume` only when a supported continuation exists; never recreate the run to reset spent calls or deadlines. Respect the caller's selected review count and workflow gates. No recursive review dispatch or same-provider substitute may claim cross-provider success.

`REVIEWED` means a locally validated report. It is not consensus or authorization to execute or merge. Return the report, frozen hashes, open findings, and resource state to the originating workflow/session. Actual delivery must be acknowledged separately; the transport initially records `HANDOFF_PENDING`. Use concrete evidence and the caller's acceptance criteria to resolve objections, and keep incomplete evidence, disagreements, and exhausted limits explicit.

Provider failures stop the optional run. Preserve reports/findings/counters and use policy `stop` with a reason when abandoning it. The lead may separately review delivery without calling the stopped run approved; repairs to this coordinator do not require recursive cross-provider consensus. Check records and host receipts are caller attestations, not independent proof that checks ran or a particular session read the packet.

# Runtime contract v1

The self-contained CLI is `python3 scripts/cross_agent_review.py`, relative to this skill. The canonical Claude install also exposes `python3 ~/.claude/lib/cross_agent_review.py`. Python 3.9+, macOS/Linux, and current native `claude` and `codex` binaries are required. Authenticate through each binary's own login command. This pilot selects native login; ambient API credentials are not forwarded, and there is no automatic API fallback.

This is the lower-level transport interface for explicitly requested native review. Under advisor mode, use only the installed policy shim described in [workflow.md](https://github.com/lucasmccomb/ccgm/blob/368802e70577d3f425c02f65fca0bc1828a5b888/modules/cross-agent-review/skills/cross-agent-review/references/workflow.md); the direct transport examples below are not allowlisted. A marketplace-only Claude install lacks that shim. Default lead review creates no native run and needs no provider login.

## Request

Write a JSON request with these fields; `schema request` prints the machine schema. Validate startup review choices in the calling workflow before creating its artifacts.

```json
{
  "schema_version": 1,
  "run_id": "review-example",
  "root": "/absolute/path/to/workspace",
  "origin_provider": "codex",
  "origin_session_id": "initiating-session-id",
  "producer_provider": "codex",
  "provenance": [
    {"provider": "codex", "session_id": "implementer-session-id", "description": "Created this work unit"}
  ],
  "workflow": "work",
  "adversarial_review_count": 1,
  "review_count_source": "explicit",
  "goal": "Check the artifact against the specification.",
  "source_anchor": "source-commit-or-fixture-identifier",
  "artifacts": ["src/example.py"],
  "specs": ["docs/spec.md"],
  "evidence": ["tests/example-result.txt"],
  "models": {"claude": "sonnet", "codex": "gpt-6-astra"}
}
```

Choose actual available/vetted models for each provider. The example is not a fallback order. Provenance records actual dispatch identity; retain the underlying orchestration record. The coordinator checks consistency, but cannot independently discover who authored arbitrary files.

`workflow` is `plan` or `work`. Plans permit counts 1–3; work stages use one pass, with `--perspective` twice for `mixed`/`unknown` producers. Review-count sources are `explicit`, `interactive`, or `unattended-default`; workflow code owns the upfront user interaction. Origin and known producer providers are `claude` or `codex`. Do not infer unknown provenance from Git author names.

Optional `limits` must contain all of `max_invocations`, `invocation_seconds`, `total_seconds`. Defaults are **8 calls, 120 seconds per call and 900 seconds total**. Explicit values can lower these defaults or raise them within the existing hard ceilings of 24 calls, 600 seconds per call, and 2700 seconds for plans or 1800 for work. An earlier parent deadline still wins; nothing extends automatically. The policy counts writer admissions and all review, critic, rebuttal, acknowledgment, retry and revalidation calls together. Untracked author activity must not be claimed inside the cap.

A serialized native prompt may contain at most **96,000 UTF-8 bytes**; cumulative admitted prompt bytes may not exceed **384,000 per run**. This is not a hard native-token ceiling or a billing guarantee. Retain reported fresh/cached input and output usage where available. The optional policy further limits artifact corrections to two cycles and exchanges to three per stage including acknowledgment attempts; its `extend` action rejects further expansion. See [workflow.md](https://github.com/lucasmccomb/ccgm/blob/368802e70577d3f425c02f65fca0bc1828a5b888/modules/cross-agent-review/skills/cross-agent-review/references/workflow.md#limits-and-continuation).

## Commands

```bash
python3 scripts/cross_agent_review.py init --request request.json --run-dir ~/.claude/cross-agent-review/example-run
python3 scripts/cross_agent_review.py invoke --run-dir ~/.claude/cross-agent-review/example-run --role reviewer --pass 1
python3 scripts/cross_agent_review.py invoke --run-dir ~/.claude/cross-agent-review/example-run --role critic --pass 1 --context review-context.json
python3 scripts/cross_agent_review.py status --run-dir ~/.claude/cross-agent-review/example-run
python3 scripts/cross_agent_review.py resume --run-dir ~/.claude/cross-agent-review/example-run
python3 scripts/cross_agent_review.py refresh --run-dir ~/.claude/cross-agent-review/example-run --add-evidence tests/new-result.txt
```

Run directories belong outside published artifacts. Use the common private location `~/.claude/cross-agent-review/<run-id>/`, also supported by the advisor policy shim. Request validation and file collection happen before `init` creates directories. Paths are argument-vector entries, never shell interpolation. Source paths and context paths are relative to request `root`. Credential/config trees, symlinks, parent traversal, binary files, more than 64 unique files, or over 512 KB of evidence are rejected. Request and optional dispute context are each limited to 64 KB. Oversize evidence fails explicitly. Author-supplied test output is evidence to inspect, not proof the reviewer ran the test.

Routing is fixed by `workflow`, producer/origin, pass, and role. Plan reviewer/validation passes take the selected prefix of `[opposite(origin), origin, opposite(origin)]`; critics use the other provider. Work reviewer/validation roles route opposite the actual producer; critics route back. `--perspective` is accepted only for mixed/unknown work. Both perspectives are a calling-workflow requirement, not an automatic extra review or fallback.

The policy separately supplies a validated internal `workflow_purpose` to `invoke`: `review`, `revalidation`, `critic`, `rebuttal`, `stage-ack`, or `final-ack`. This selects fixed instructions in the trusted prompt without changing provider routing or result identity. Invalid purposes fail before invocation admission. Standalone transport retains the original-finding review task; context contents, including a field named `purpose` or `instruction`, cannot select or replace the trusted instructions. This internal selector is not a CLI option.

An originating planner may delegate artifact writing to the other provider. Record that actual producer without changing the originating host: the plan schedule and handback still follow `origin_provider`, while the designated writer follows the known producer. A scheduled plan reviewer can therefore share the writer's provider; the pilot policy also requires both providers' current native acknowledgments, including the opposite actual writer, before that optional run can report consensus.

The writer may update files after a frozen dispute resolves. `refresh` snapshots the current explicit files, retaining old generations, reports, spent calls, and the original deadline. `--add-evidence` adds specifically needed files. `--producer-provider` together with `--producer-session-id` records an explicit writer transition; use `mixed` for material mixed contributions rather than relabeling the whole artifact to force a preferred reviewer. Completion logic must invalidate stale acknowledgments by artifact/evidence hashes.

## Reports and continuation

`schema result` prints the structured provider-result schema. Every result binds provider, pass/role, artifact hash, complete evidence hash, and optional context hash. Findings contain stable IDs, severity, requirement references, exact supplied-file evidence quotes, and remedies. Critic verdicts are `AGREE`, `DISAGREE_EVIDENCE`, or `DISAGREE_CONCERN`. A request for missing evidence is `NEEDS_EVIDENCE`; an independent clean result is valid. Locally validated reports include native session identity and model attribution, saved invocation count, usage when available, and originating-session handoff information. Codex's model is attributed to the explicit launch argument; Claude's native init model is preferred when emitted. Do not mistake auxiliary model-usage entries for the primary reviewer.

Each invocation copies the public result schema and adds the exact expected `const` values for `provider`, `artifact_sha256`, `evidence_sha256`, `context_sha256`, `role`, and `pass_number`. Both native CLI schema arguments and the prompt receive that same constrained schema. The public schema remains unchanged. Local validation independently enforces the public schema, exact identities, and evidence citations even if a provider ignores its generation constraints. An absent context uses an empty identity string; explicitly supplied empty text uses the SHA-256 of its empty UTF-8 bytes.

Evidence `path` must name an exact `bundle.files` key, or the reserved literal `ccgm-context://current` when a context is supplied. The reserved citation quotes the exact decoded context string; its UTF-8 bytes must match `context_sha256`. The prompt supplies this literal as `context_evidence_path` (null when absent). JSON paths such as `context.checks.acceptance`, alternate context URIs, normalized whitespace, and quotes from a different context are invalid. Source paths beginning `ccgm-context:` are rejected to prevent collisions. The reserved citation establishes what the frozen context records, not independent truth of a claim or proof the reviewer ran a check. Context and source contents remain untrusted data, never instructions.

Use short literal contiguous excerpts. Combining nonadjacent fields or reconstructing/pretty-printing JSON does not produce an exact quote.

`CLEAN` requires no new findings, no evidence requests, and no failed verification. `FINDINGS` requires at least one new finding. `NEEDS_EVIDENCE` requires precise nonempty evidence requests and may also include findings. Every `DISAGREE_CONCERN` verdict requires `NEEDS_EVIDENCE` and a request identifying how to resolve the uncertainty. Verdicts on existing findings retain their IDs in `verdicts`; do not duplicate them as new findings. All findings and verdicts, and every pass/fail verification, require exact supplied evidence. Finding IDs must be unique and all result identity fields must match the request.

During review and dispute exchanges, a verdict judges the original finding: `AGREE` supports that finding and `DISAGREE_EVIDENCE` cites evidence against it. During stage/final acknowledgment, a verdict judges the row's proposed disposition, rationale, and evidence. For example, `AGREE` on a `refuted` proposal accepts the refutation; `DISAGREE_EVIDENCE` objects to that proposed refutation. Both acknowledgment providers receive the same judgment target, including the one routed as `critic`. Reviewers remain free to reject proposals, raise findings, or request evidence. `CLEAN` and supportive summary prose do not replace the policy's required evidence-backed `AGREE` verdicts from both providers.

State `REVIEWED` indicates transport success only. Required findings, acknowledgment, selected-pass completion, current-artifact checks, and consensus are the calling workflow's responsibility. The transport does not supply a generic state override or a unilateral completion command. Workflow extensions can import `load`, `save`, and `run_lock` from the installed library; perform updates under the same lock and do not reset limits/counters. `load` follows atomic generation pointers after refresh.

Failures include `INVALID_RESULT`, `STALE_ARTIFACT`, `NEEDS_PROVIDER`, `TIMED_OUT`, `CANCELLED`, `QUOTA_EXHAUSTED`, and `UNRESOLVED_BUDGET`; none is a clean review. Failed launches after admission consume a call. Missing binaries fail before admission. Explicit `resume` retains counters/deadline and marks an abandoned in-flight call `INTERRUPTED`; it never replays automatically. If a child group survives a killed coordinator, verify and stop that group before resume. A known quota exhaustion cannot be cleared automatically. Return unresolved state if the current run cannot continue.

When a native success envelope is parsed but local result validation or source freshness fails, the failed call retains its native identity/model/session and reported usage in `state.json`; no validated report is saved. A malformed or unsuccessful native envelope may leave those details unknown. Retained telemetry measures spent work and never makes an invalid result acceptable.

An identity mismatch also records `calls[].identity_mismatches`, at most one entry per identity field, with `field`, `expected`, and an `actual` summary. Known provider/role values, integer passes 1–3, lowercase 64-character SHA-256 strings, and an empty context hash retain their exact value and JSON-derived Python type. Other values retain only their type, string/array/object length when applicable, and `canonical_json_sha256`: the SHA-256 of their JSON encoding with sorted keys, compact separators, and ASCII escaping. Missing fields have type `missing`. Rejected response text is not copied into this diagnostic. `INVALID_RESULT`, spent calls, the original deadline, and the requirement for a fully validated report remain unchanged; telemetry cannot close findings or complete acknowledgment gates.

State/request/snapshot/results are atomically written, owner-private files. An OS lock serializes provider invocations for this local user/cache domain, and a per-run lock protects updates. The parent must keep its cache domain consistent. SIGINT/SIGTERM and timeouts kill the child process group and checkpoint failure. Cancellation cannot refund remote usage. Hard process death may leave an incomplete record; explicit continuation never resets spent counters.

Optional policy runs may be stopped while the lead separately evaluates delivery with personal review and normal checks. A stopped/invalid native run never becomes approved through that decision. Auth readiness is only a local preflight result, not evidence that a model call succeeded. Native provenance, recorded checks, scope dispositions and host receipts retain the attestation limits described in [workflow.md](https://github.com/lucasmccomb/ccgm/blob/368802e70577d3f425c02f65fca0bc1828a5b888/modules/cross-agent-review/skills/cross-agent-review/references/workflow.md).

# Pilot workflow policy

X-Plan/X-Plan A, standalone adrev and ETP use personal lead review by default, with ordinary tests, CI and release checks. Their native cross-provider policy is **opt-in** through `--cross-provider` or an explicit natural-language request. A review count, autonomous mode, or permission to execute does not enable it. Other review sites retain their existing behavior. The transport contract is in [contract.md](https://github.com/lucasmccomb/ccgm/blob/368802e70577d3f425c02f65fca0bc1828a5b888/modules/cross-agent-review/skills/cross-agent-review/references/contract.md); its `REVIEWED` state is not workflow consensus.

## Startup selection

Under advisor mode use only the installed `~/.claude/lib/cross_agent_review_policy.py` shim and private control files under `~/.claude/cross-agent-review/<run-id>/`. Direct transport scripts are not allowed. The shim and its local imports must resolve outside advisor write roots, typically through canonical repository symlinks; manual/copy-mode installations require delegation. A marketplace-only Claude installation lacks the shim: use canonical CCGM installation in symlink mode or delegate setup/execution under normal permissions. Outside advisor mode, a self-contained skill may use `scripts/review_policy.py`.

The count selector applies in both review modes and writes no files. If the shim is unavailable or rejected under advisor mode (including copied installations), the host may resolve the same pure 1–3 selection contract directly: validate an explicit count or ask and wait for submission, preserving its source. No agent dispatch or planning effect precedes that choice. Only after it resolves may the host delegate an opted-in provider preflight, before planning effects; this does not grant permission to execute rejected code directly.

For installations where the selector is permitted:

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py select
python3 ~/.claude/lib/cross_agent_review_policy.py select --count 2 --source explicit
python3 ~/.claude/lib/cross_agent_review_policy.py select --count 1 --source interactive
python3 ~/.claude/lib/cross_agent_review_policy.py select --unattended
python3 ~/.claude/lib/cross_agent_review_policy.py select --resume ~/.claude/cross-agent-review/example-run
```

The first command returns `NEEDS_SELECTION` without writing any file. Ask for 1 (recommended), 2 or 3 and wait for submission. An explicit valid flag or clear count is `explicit`; an actually submitted answer is `interactive`. Only an explicitly unattended invocation with no question channel may select one without an answer. Autonomous planning alone does not permit that default. Invalid values stop before side effects. If interactive questioning tools are unavailable, ask in plain text and yield until answered.

The alias uses the same startup step, preserving the resolved value/source without a second prompt. Fresh deepen selects again; resume restores existing state. Light mode and constructive review choices cannot cancel adversarial passes.

## Optional provider preflight

Only after explicit opt-in, before planning/work side effects, run the permitted shim or delegate this check after the host count fallback:

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py preflight
```

This local check returns `AVAILABLE` or `NEEDS_PROVIDER` with booleans for both native binaries and their login status, without exposing auth details. It does not make a model call or prove a restricted review will succeed. `NEEDS_PROVIDER` stops the optional path early. Lead review needs neither native binary nor login; record lead findings/checks in the normal work record, without native acknowledgment claims.

## Initialize one bounded run

Only for the opted-in path, write the transport request and a check declaration in an orchestration work-product directory after startup selection. The checks declaration is `{"required":["self-review","acceptance"]}` with actual task-specific names. Each name must later have independently recorded execution evidence; do not mark checks passed because an author said they were.

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py init --cross-provider --request /path/to/request.json --run-dir ~/.claude/cross-agent-review/example-run --mode plan --checks /path/to/checks.json --writer-session-id actual-writer-session
```

`init` without `--cross-provider` returns `LEAD_REVIEW` and `execution_ready: false` without reading request/check files or creating a run. It is a mode-selection result, not lead approval. All native policy runs require the flag and the complete options shown above.

Modes are `plan` for X-Plan's selected sequence, `etp` for spec compliance followed by quality, and `adrev` for standalone review. The transport request uses `workflow: plan` only for X-Plan's origin-relative sequence. ETP and standalone adrev use `workflow: work`, even when adrev's artifact is a plan, so routing follows its actual producer. ETP's explicit `init --light-review` selects spec-only; full two-stage review is the default. Standalone adrev without apply authorization uses `init --report-only`, retaining unresolved findings in its delivered report.

Record actual origin/producer/provider/session provenance and one designated writer. Unknown or materially mixed work requires both perspectives. A reviewer-provided material fix changes the validation requirement; never relabel provenance to obtain a preferred reviewer. Choose provider-specific vetted models explicitly. A model persona, Git username or historical root session is not current dispatch identity.

A planner may delegate writing to the other provider. Preserve the originating planner for plan pass order and final handback, and record the actual producer as designated writer. The scheduled reviewer can then match the writer's provider; the final gate still requires both providers' native acknowledgments of the current artifact, including the opposite actual writer.

Keep run directories and their control files outside reviewed artifacts. Use `~/.claude/cross-agent-review/<run-id>/` consistently for the private run and its control files, including under advisor mode. Record the run pointer beside plan/progress metadata. Do not put mutable ledgers, generated report summaries or the run's own state into its input hash set.

Supply explicit, bounded artifact/spec/source/criteria files. The reviewer has no file exploration or command execution tools: a path mention alone does not load an agent template or test. Include the relevant review criteria in the frozen bundle. Initial review excludes the author's persuasive report and earlier findings. A missing-evidence request is answered by a specifically named source or independently run check, not an entire transcript.

## Review, dispute and advance

Use the bounded producer/reviewer pair. Evidence and the actual goal outrank votes or mutual confidence. A council is a separate, explicitly requested one-shot aid for a consequential tradeoff, never a recursive panel or another prerequisite for repairing the coordinator; do not silently add one to this workflow.

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py review --run-dir ~/.claude/cross-agent-review/example-run
python3 ~/.claude/lib/cross_agent_review_policy.py critic --run-dir ~/.claude/cross-agent-review/example-run
python3 ~/.claude/lib/cross_agent_review_policy.py rebuttal --run-dir ~/.claude/cross-agent-review/example-run
python3 ~/.claude/lib/cross_agent_review_policy.py status --run-dir ~/.claude/cross-agent-review/example-run
```

Run the current stage sequentially. For plans, the selected schedule is the first N of opposite/origin/opposite with fresh reviewer sessions. Pass N is final; every pass covers all attack lenses and four execution tenets. For ETP, spec compliance must pass before quality. Both stages route opposite the same recorded actual producer and share the unit's deadline, invocation allowance and fix count.

Keep the artifact frozen while the two providers dispute findings. Use the global finding IDs returned in the ledger, including their stage/provider namespace: independent reviewers may each emit a local `F1` for different defects. Stable IDs name concrete requirement failures. Critic verdicts are `AGREE`, `DISAGREE_EVIDENCE` and `DISAGREE_CONCERN`; they are not final dispositions. Use exact source evidence, a reproduction, or an acceptance check. Concern alone cannot refute an evidenced finding, and mutual agreement cannot replace a check. A clean independent review is valid.

Every newly discovered finding receives stage/provider scope, including discoveries during revalidation, criticism, rebuttal and acknowledgment. Reusing a local ID in that scope creates a distinct discovery with a report-reference suffix when needed. To revisit an existing finding, use its exact returned ledger ID and preserve its requirement; existing IDs are never renamed. Rebuttal returns to the stage's reviewer provider and shares the same exchange and no-progress limits as criticism.

Use private run-relative JSON control files; no traversal or symlinks. For example, `proposals.json` contains:

```json
{"dispositions":[{"finding_id":"returned-ledger-id","disposition":"refuted","rationale":"The supplied acceptance evidence contradicts the claim.","evidence":[{"path":"tests/evidence.txt","quote":"exact frozen evidence"}]}]}
```

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py propose --run-dir ~/.claude/cross-agent-review/example-run --file proposals.json
```

Supported dispositions are `fixed`, `refuted`, `duplicate` and `outside_scope`. Within an optional policy run they require the policy's other-provider evidence; the orchestrator cannot approve its own proposal through authority. No scope disposition may waive a hard requirement. The engine checks the required evidence/acknowledgment structure; it cannot prove that an `outside_scope` judgment is correct or that a requirement is dispensable. The lead and reviewers remain responsible for that semantic judgment. Missing product intent is a goal decision, not a reason to fabricate consensus.

## Designated writer and checks

Before an accepted source change, `fix.json` identifies the designated writer, finding IDs, reason and next check:

```json
{"writer_provider":"codex","writer_session_id":"actual-writer-session","finding_ids":["returned-ledger-id"],"reason":"Apply the supported correction.","next_check":"Run the failing reproduction."}
```

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py fix --run-dir ~/.claude/cross-agent-review/example-run --file fix.json
```

Only after admission should the external designated writer run, respecting the returned remaining deadline. This reserves a shared invocation; account for every delegated fix, retry and verification agent call without claiming untracked author activity fits the cap. Advisor mode still delegates all source edits and test execution. If the designated writer becomes unavailable, preserve the blockage rather than inventing a replacement session identity.

For an explicit user update, including web comments or a deepen request, use `amend` before source edits instead of inventing a review finding. Its private `amendment.json` contains `writer_provider`, `writer_session_id`, `reason`, `next_check` and `authorization: "explicit-user-update"`. The same designated writer and shared invocation/deadline limits apply:

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py amend --run-dir ~/.claude/cross-agent-review/example-run --file amendment.json
```

Admission requires the artifact and evidence to match the current frozen snapshot. An amendment cannot retroactively authorize untracked edits; a stale attempt fails without spending another invocation.

After accepted changes, refresh the explicit inputs. The policy invalidates changed-artifact checks/acknowledgments and requires current revalidation. Old generations remain audit history and cannot establish execution readiness.

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py refresh --run-dir ~/.claude/cross-agent-review/example-run
python3 ~/.claude/lib/cross_agent_review_policy.py refresh --run-dir ~/.claude/cross-agent-review/example-run --add-evidence tests/evidence.txt
```

`--add-evidence` is repeatable and takes explicitly named source-root-relative files. It freezes new evidence under the same size/path/hash constraints and invalidates stale stage evidence; it is not permission to upload a transcript or mutable run state.

`check.json` records an independently executed check, not a shell instruction for the policy to run:

```json
{"name":"acceptance","argv":["python3","tests/check.py"],"exit_code":0,"output":"actual captured output","started_at":1700000000,"finished_at":1700000001,"artifact_sha256":"current-artifact-hash","evidence_sha256":"current-evidence-hash"}
```

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py record-check --run-dir ~/.claude/cross-agent-review/example-run --file check.json
python3 ~/.claude/lib/cross_agent_review_policy.py advance --run-dir ~/.claude/cross-agent-review/example-run
```

`record-check` does not execute commands or independently prove they ran: it validates and records caller-supplied argv/timestamps/output for the exact generation tested. The caller must retain actual execution evidence. The example values are illustrative, never evidence. `acknowledge` obtains real native provider acknowledgment of the current evidence/dispositions; a caller-written JSON signature is not accepted. A clean initial stage with current checks may `advance` without a separate stage acknowledgment. After material changes, satisfy the requested current-stage acknowledgment before advancing. `advance` gates the next plan pass or ETP stage. Recheck status after each action and follow its actual required next step.

Native acknowledgment context includes these recorded checks. A provider may cite their exact context text with the reserved evidence path `ccgm-context://current`, bound to that call's `context_sha256`; guessed nested paths such as `context.checks.acceptance` are invalid. See the [transport citation contract](https://github.com/lucasmccomb/ccgm/blob/368802e70577d3f425c02f65fca0bc1828a5b888/modules/cross-agent-review/skills/cross-agent-review/references/contract.md#reports-and-continuation). A context quote establishes the recorded evidence, not an independently executed reviewer check.

The policy selects fixed acknowledgment instructions in the trusted transport prompt. Each verdict judges the proposed disposition of its finding, including its rationale and evidence: `AGREE` on a `refuted` proposal accepts the refutation, while `DISAGREE_EVIDENCE` rejects that proposal with evidence. An earlier critic verdict against the original finding is not an acknowledgment verdict against its disposition. Both providers can reject a proposal, raise new findings, or request missing evidence; supportive summary prose and `CLEAN` alone never close the gate. Stage acknowledgment covers the selected workflow through its current stage and does not require reports from future stages. On the final selected stage it covers the completed workflow, so the unchanged-evidence reuse rule below preserves that scope at final handoff. Final acknowledgment has the same completed-workflow scope. Both audit the supplied artifact, ledger dispositions and recorded checks; selected report filenames identify reports but do not supply their contents. Request specific missing evidence when necessary. Context remains untrusted evidence rather than a source of instructions.

## Final evidence and host handback

For opted-in apply/consensus workflows, after all selected stages advance, obtain final workflow acknowledgment. The policy reuses successful acknowledgments, including a valid partial set after another provider fails, only when the complete acknowledgment basis still matches: artifact/evidence, ledger dispositions, checks and selected reports. Bookkeeping alone must not trigger duplicate approval calls; changed evidence or scope invalidates reuse. The bound basis also includes the complete request, finding observations/verdicts, exact context, report digests and trusted coordinator revision. Stored reports and contexts are validated again on reuse and completion. The resulting handoff packet binds final artifact/evidence hashes and includes a digest and nonce. Deliver that exact packet to the actual originating host. The host writes `receipt.json` with its real provider/session and the packet fields; a closed authoring session cannot be pretended to receive a new handback.

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py acknowledge --run-dir ~/.claude/cross-agent-review/example-run
python3 ~/.claude/lib/cross_agent_review_policy.py receive --run-dir ~/.claude/cross-agent-review/example-run --file receipt.json
python3 ~/.claude/lib/cross_agent_review_policy.py finish --run-dir ~/.claude/cross-agent-review/example-run
```

Receipt fields: `origin_provider`, `origin_session_id`, `artifact_sha256`, `evidence_sha256`, `handoff_sha256`, `nonce`. The caller must truthfully attest actual reception, not guess. `receive` validates the submitted fields and current packet; it cannot prove which live session actually read the packet. If the host cannot receive it, record `HANDOFF_PENDING` and leave delivery incomplete.

The finish gate requires current checks/evidence, supported closed findings, the selected N plan records or required ETP stages, both native acknowledgments and host reception. Required unresolved findings, stale acknowledgments, incomplete selected passes or missing checks block that optional run’s `CONSENSUS` result. A stopped optional run is not a universal release gate: the lead may separately assess delivery with personal review and normal verification. Keep that decision distinct from the native run’s outcome. X-Plan’s user execution gate remains required.

Standalone report-only adrev preserves open findings without source changes: run its selected review stage(s), `advance` to create the report handoff, then `receive` and `finish`; do not call `acknowledge` or require fabricated clean findings. Its terminal state is `REPORT_DELIVERED`, with `execution_ready: false`. Report completion is distinct from consensus and execution readiness. Do not call `fix` to make a requested audit pass; present its report and honest unresolved status. Apply-authorized adrev uses the full writer/verification contract.

## Limits and continuation

The optional run defaults are **8 invocations, 120 seconds per invocation and 900 seconds total**, always bounded by an earlier parent deadline. Reviews, critics, rebuttals, acknowledgment attempts, writer admissions, retries and revalidations consume the shared allowance. Reserve capacity for remaining selected passes and final validation before spending on optional exchanges. Explicit request limits can choose other values within the transport’s existing hard ceilings; no automatic extension raises them. After the initial review, allow at most **two artifact correction cycles**. There are at most **three exchanges per stage, including acknowledgment attempts**; after two unchanged exchanges, obtain a discriminating check or stop unresolved.

Each serialized native prompt is capped at **96,000 UTF-8 bytes**, with **384,000 cumulative prompt bytes per run**. These are input-byte, call and time bounds, not a hard native-token or billing ceiling: providers may add overhead and return variable output. Record fresh/cached input and output usage when the native envelope reports it; unknown usage stays unknown.

`extend` is retained only as a rejecting compatibility action: it returns `UNRESOLVED_BUDGET` and adds no rounds or budget. Do not use new run IDs or cosmetic changes to evade limits. ETP’s ordinary lead-review checkpoint and separate three-round CI-repair loop remain unchanged. Known quota exhaustion stops dispatch.

Use `status` and explicit `resume` after interruption; never recreate the run to reset counters or silently replay an in-flight child. Resource exhaustion is `UNRESOLVED_BUDGET`, a dispute with no useful next check is `UNRESOLVED_DISPUTE`, missing intent is `NEEDS_GOAL_DECISION`, and missing native provider/auth/capability is `NEEDS_PROVIDER`. Save evidence, both positions, best current artifact and the next action. Independent authorized units may continue.

## Stop Without Rewriting the Outcome

Provider errors stop the optional operation; there are no automatic retries. A supported retry requires explicit `resume`. At most two identical provider requests are admitted for an unchanged prompt, model and coordinator revision; do not recreate runs or make cosmetic changes to evade that bound. Existing overall call/deadline limits still apply.

To abandon an optional run, write a private run-relative `stop.json` containing `{"reason":"Concrete reason for stopping this optional run."}` and invoke:

```bash
python3 ~/.claude/lib/cross_agent_review_policy.py stop --run-dir ~/.claude/cross-agent-review/example-run --file stop.json
```

`STOPPED` preserves reports, findings and spent counters. It cannot be resumed or finished into approval. The lead can separately review the delivery against its actual goal, resolve supported findings and use normal tests/CI/release checks; record that decision separately and never label the stopped run approved. Repairs to this coordinator do not require recursive provider consensus.

The policy validates identity consistency, freshness, exact citations and structured acknowledgment. It does not establish authorship independently, execute recorded checks, prove semantic scope decisions, or verify actual host reading. Successful native reports are reviewer evidence, not proof of correctness or blanket release authorization.

An interrupted native child must be confirmed exited before `stop`; a live or unidentified child requires investigation. An expired run with a confirmed dead child can stop without renewing its deadline. Stopping records the workflow outcome and preserves its historical calls; it is not a claim that a remote provider request was cancelled.
